Parking Garage Repair and Restoration for Local Law 126 in NYC
Your Local Law 126 report tells you what is wrong with the garage. We are the crew that fixes it. From spalled ceilings and cracked beams to worn deck coatings, leaking joints and loose parapets, we repair what the inspector found and keep cars parking while the work goes on.
What Should You Repair First After a Local Law 126 Report?
Start with anything rated Unsafe. DOB expects the area protected right away and the repair finished within 90 days of the report being filed. When the work is done, your QPSI files an amended report in DOB NOW: Safety, and DOB asks for it within two weeks of completion.
Next come the SREM items, in the order and timeframe your inspector set. After that, deal with water. Most of the damage we see on a return visit traces back to a failed joint, a worn coating or a blocked drain, so sealing the deck is what keeps your next report short.
“Fix what is unsafe, then what is on a clock, then whatever lets water in.”
Anatomy of a Parking Garage: Where the Damage Starts
Most garage repairs happen in the same seven places. Find a number on the drawing to see what goes wrong there and how it gets fixed.
Floor Slab
Salt and water soak into the driving surface until the concrete splits into layers and potholes open. We cut out the loose concrete, clean the steel and rebuild the slab.
Ceiling
The underside of each deck is where spalls fall onto cars. Rust stains or bulging concrete usually mean the rebar above is corroding.
Column
Salty water collects at the base of columns, where the concrete cracks and the steel inside starts to rust. We restore the concrete and stop the ponding.
Beam
Cracks along a beam, or steel showing on its underside, can mean lost strength. Some beams need temporary shoring before any repair begins.
Expansion Joint
These joints let the deck move with heat and cold. Once the seal fails, water runs straight onto the beams and cars below.
Ramp
Ramps take the hardest braking and turning, so the coating wears through here first and small cracks grow fast.
Barrier
Perimeter walls, curbs and vehicle barriers loosen from bumps and rust. A barrier that moves when pushed is a safety issue, not a cosmetic one.
Three Ways We Work on Your Garage
The scope depends on what your report found and how much downtime you can live with.
Targeted Repairs
- Fixes only the conditions listed in your report
- Scheduled to meet the SREM timeframes your inspector set
- Done one area at a time, without closing the garage
Full Restoration
- Concrete, coatings and joints handled as one planned project
- Phased level by level so parking never fully stops
- Built to cut down repeat repairs between inspections
Emergency Response
- Shoring and protection for conditions rated Unsafe
- Netting, barricades and closures to keep people safe first
- Permanent repair planned once the area is stable
Repair Methods We Use in NYC Parking Garages
The method follows the damage, not a standard package. Here is how each type of repair is done.
- Concrete
- Structural
- Coatings and Joints
- Parapets and Masonry
Concrete Repair
Most garage concrete repair is partial depth. We sawcut around the damaged area, chip back to sound concrete, clean the rusted steel and rebuild the section with a repair mortar or concrete suited to where it sits.
- Sawcut edges, so patches do not thin out and pop off later
- Rusted rebar cleaned, and replaced where too much steel is lost
- Overhead and wall repairs formed and pumped full
- Cracks routed and sealed, or injected with epoxy when they are not moving
Structural Repair
When a beam, column or slab has lost strength, the repair follows an engineer’s design and often begins with temporary shoring to carry the load.
- Shoring posts set under the weak area before work starts
- Beams and columns jacketed with new steel and concrete
- Carbon fiber wraps where strength is needed without extra weight
- New reinforcing steel added or replaced to the engineer’s design
Coatings and Joints
A traffic coating is a waterproof membrane that keeps salt and water out of the slab. Expansion joints let the deck move with the seasons without letting water through.
- Deck shot blasted so the coating bonds to clean concrete
- Base coat, wear coat with grit for traction, then a top coat
- Failed joint seals replaced with new compression or strip seals
- Drains cleared and low spots corrected so water stops ponding
Parapets and Masonry
Parapet repairs start from the yearly parapet observation the rule requires. We fix what it flags, from a few loose bricks to a wall that has leaned out of plumb.
- Worn mortar joints raked out and repointed
- Loose or cracked coping stones reset or replaced
- Bulging or out of plumb sections taken down and rebuilt
- Railings, ladders and signs on the parapet re-anchored
How We Keep Your Garage Open During Repairs
A garage that closes for a month loses its monthly parkers and fills the street with angry residents. So we plan the job around the parking, not the other way around. Work moves through the garage in sections, the loud parts happen when the fewest cars are inside, and everyone knows a week ahead which spaces will be blocked.
Phased by level or bay
Only one area is closed at a time, and it reopens before the next one starts.
Night and weekend work
Chipping, cutting and blasting are scheduled for the quietest hours.
Marked detours
Temporary signs, cones and striping guide drivers around the work zone.
Notices for residents
Printed notices for the lobby and the garage, ready to send out a week before each phase.
Inspections by Licensed Engineers, Repairs by Our Crew
Under Local Law 126, rating a garage and repairing it are two different jobs. The condition assessment and the annual observation must be done by a Qualified Parking Structure Inspector (QPSI), a New York State licensed professional engineer approved by DOB. We do not rate your garage. We work from the report your QPSI files, and if you do not have an inspector yet, we can connect you with a licensed partner.
Parapets follow a different rule. The yearly parapet observation under 1 RCNY 103-15 can be done by a competent mason, so our crew can handle both the parapet inspection and repair.
- Your QPSI rates each condition and files the report in DOB NOW: Safety
- We price the repairs and fix what the report lists
- Your QPSI reviews the finished work and files the amended report

Parking Garage Repair Questions From NYC Owners
It depends on the scope. A handful of spalls or one failed joint can take days, while a full restoration of a multi level garage is usually phased over several months so parking continues. You get a phase by phase schedule with the estimate.
Structural repairs usually do. They are designed by a licensed engineer and filed with DOB before work starts. Smaller jobs may not need one, and we confirm what your scope requires before we price it.
DOB gives owners 90 days from the filing of the condition assessment report, and the area must be protected right away. Once the repair is done, the amended report is due within two weeks.
A patch repair fixes the specific conditions in your report. A full restoration also seals the whole deck with a new traffic coating and new joints, so water stops causing the same damage. It costs more up front but usually means fewer repairs between inspections.
Most systems need a fresh top coat every several years, sooner on ramps and turning lanes where tires grind it down. Recoating before the membrane wears through costs far less than repairing the concrete under it.
No contractor can promise a rating, because only your QPSI decides it. What the repairs do is correct the listed conditions, so the amended report can show them as closed.
Your latest QPSI report, any DOB notices and photos of the worst areas. Drawings help if you have them. Upload them with the form below and we will tell you if we need to see anything in person.
Yes. If the edge wall of a rooftop deck rises above the roof and fronts a street or sidewalk, it can fall under the parapet rule as well as the garage rule. We can check and repair both in one visit.
The observer must notify DOB right away by calling 311 and emailing parapets@buildings.nyc.gov. The owner then has to put up public protection, such as a sidewalk shed or netting, and fix the condition within 90 days.
